This position serves as the Director, Office of Policy Analysis within the Veterans Health Administration (VHA) Chief Strategy Office. This office provides strategic policy analysis and evaluation as a part of the VHA strategic management process and provides subject matter advice on matters pertaining to nationwide health care policy, emerging legislation and policy proposals affecting the VHA and Veterans, and collaborates with senior executive decision makers to advance Veteran health care.
What You'll Do
- →Major duties include but not limited to: Leads and directs an analytics support team to support policy decisions and advance VHA health care system effectiveness.
- →Serves as an authority and principal advisor to all VHA program office management on the formulation, interpretation, and execution of national policy; develops and advises on the establishment of new and revised policies, program strategies, program options/proposals in relation to VHA's overall mission and program objectives.
- →Evaluates complex national policy and program management issues on an ongoing basis to assess the near-term and long-term impact of broad policy issues as they relate to VHA and Veterans.
- →Initiates and establishes approaches for increased program coordination and coordination of policy issues within the Department and with outside agencies and organizations.
- →Identifies health policy issues for analysis, coordinating consistency in policy and data interpretation; achieving consensus on qualitative and quantitative analytical methods; and developing effective vehicles for distributing results of analyses to support senior level decision making.
- →Leads the VHA's efforts to implement the health care law (Affordable Care Act), develops metrics to assess implementation and coordinates activities across VA including at the Department level and in collaboration with other Federal and state agencies to implement the health care law.
- →Ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinate positions as well as conducting training, standardizing plans as appropriate, monitoring compliance with VA performance policy, and providing support to grievance and EEO actions.

- →Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
- →Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption.
- →Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
