Supervisory Mobility Transportation Specialist

About the Role
The primary purpose pf this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensure the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.
What You'll Do
- →The incumbent also serves as the primary POC and responsible party for BT IPERA audit processes and documentation.
- →Incumbent serves as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance and air ambulance.
- →The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.
- →Major duties and responsibilities include, but not limited to: Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments with the Medical Center's catchment area.
- →Orchestrates travel for the Medical Center's BT eligible enrollees through mileage reimbursement and contracted travel modes.
- →Provides consistent and effective outreach to community transit authorities and develops Memorandums of Understanding (MOUs) for collaborative relationships with local/regional recipients of the Veterans Transportation Community Living Initiative grants managed by the Federal Transportation Agency.
- →Provides analysis and development of the VTP policy, participates in pilot programs and researches transportation alternatives.
- →Provides oral and written reports and presentations; prepares graphs and charts that present clear, concise, and effective analytical results of evaluations and studies performed; provides staff level with formal presentations.
- →Provides personnel management and administrative support for the Veteran Transportation Program.
- →Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and CBO VTP Program Staff.
- →Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives.
- →Functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills and administrative/program management skills.
- →Resolves informal complaints and grievances.
- →Assures that all VTP staff obtains and maintains appropriate licenses, certifications and training appropriate for each position.
