This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Chief Financial Officer / Chief Administrative Officer (CFO/CAO), Employee Services Division (ESD), with one vacancy in Boulder, CO; Miami, FL; College Park, MD; Silver Spring, MD; Ann Arbor, MI; Plainsboro, NJ; Norman, OK; or Seattle, WA.
What You'll Do
- →As a Supervisory Management and Program Analyst, you will perform the following duties: Oversee human resources related initiatives in areas such as Staffing/Recruitment, Workforce Planning, Training, Awards, Performance Management, Executive Resources, and other related human resources areas.
- →Serve as the liaison with the Workforce Management Office's Human Resources Business Partner (HRBP) and consult on human resources priorities and goals on the organization's behalf.
- →Coordinate and administer human resources requirements and recommend internal policies as applicable.
- →Develop and maintain a high level of sensitivity and awareness of management concerns/issues involving workflow, employee relations, organizational structure, functions, etc.
- →Perform analyses, conduct evaluations, and advise executive leadership on program/operations effectiveness, efficiency, and productivity.
- →Identify and monitor actual or potential problem areas that may require executive leadership decisions and recommend specific courses of action to resolve problems or correct deficient performance areas.
- →Perform numerous and diverse duties to achieve mission success including policy development, planning, budgeting, management and program oversight.
- →Oversee the development of policies, guidelines, and procedures required for implementation of existing programs as well as any new potential programs.
- →Provide supervision to division staff engaged in program/project responsibilities, guiding and controlling the work of assigned government and contractor personnel.
- →Plan and distribute work to subordinates, set and adjust short and long term priorities, prepare work schedules, evaluate work performance, and provide technical oversight and instruction.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-5 is equivalent to the GS-15.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.

- ✓Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement.

- ✓Additional Considerations: One year probationary period may be required.* Payment of relocation expenses (PCS) is not authorized.
- ✓A one year supervisory probationary period may be required (probationary period can be served concurrently).
- ✓This position requires a Moderate Risk Security Clearance.
- ✓Background investigation will be required.
- ✓Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
- ✓Failure to successfully meet these requirements will be grounds for termination.
