About the Role

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), Operations, Management, and Information Division (OMID), Budget and Contracting Branch (BAB) with 1 vacancy in Miami, FL; Panama City, FL; Pascagoula, MS; Beaufort, NC; or Galveston, TX.

What You'll Do

  • As a Supervisory Financial Management Specialist, you will perform the following duties: Manage and oversee the Budget and Contracting Branch, advising management on the timing of events critical to the budget process, and appropriating budgetary action needed to meet mission needs.
  • Provide accurate budget revisions or amendments as necessary to compensate for new or reduced funding sources.
  • Establish or modify new programs or projects and monitor budget execution and tracking functions.
  • Supervise Contractor Officer Representatives (CORs), providing overall contract management and oversight of performance.
  • Ensure the Southeast Fisheries Science Center (SEFSC) contracting program follows regional, National Marine Fisheries Service's (NMFS), and National Oceanic and Atmospheric Administration (NOAA) contracting policies and processes within all Federal contracting regulations.
  • Provide subject matter expertise recommending solutions to complex financial issues impacting the accomplishment of program objectives.
  • Interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of financial activities and systems.
  • Perform a full range of supervisory functions, including directing and managing the activities of staff consisting of federal employees and contractors, assigning and prioritizing tasks.
  • Provide training for career development and evaluating performance of subordinates.

Requirements

  • This position will be filled under the DOC Alternative Personnel System (CAPS).
  • Under CAPS, positions are classified by career, pay plan, and pay band.
  • The ZA-4 is equivalent to the GS-13/14.

  • Suitable for Federal employment, as determined by background investigation.

  • Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement.

  • A one year supervisory probationary period may be required (probationary period can be served concurrently).
