About the Role

Serves as the Technical Services Branch Chief in the Office of Project Delivery, Eastern Federal Lands Highway Division (FHWA) in Ashburn, VA, supervising multiple engineering disciplines including geotechnical, hydraulics, pavements, transportation operations (traffic and safety engineering), and project support staff. Provides technical leadership and oversight for preconstruction engineering and construction support for highway and bridge projects across the eastern United States.

What You'll Do

  • As the Supervisory Civil Engineer (Highway)(Technical Services Branch Chief), you will: Provide technical leadership and management of multidisciplinary engineering services (geotechnical, hydraulics, pavements, traffic, safety, design support, and project support).
  • Serve as a member of the Division Leadership Team (DLT), providing national and divisional strategic planning and direction aligned with United States Department of Transportation (USDOT) and Federal Highway Administration (FHWA) goals.
  • Provide technical leadership and expert guidance during construction and oversee engineering services and Plans, Specifications, and Estimates (PS&Es) developed by Architect and Engineer (A/E) contractors.
  • Manage staff, resources, staffing needs, training, and organizational priorities through subordinate supervisors and team leaders.
  • Coordinate across FHWA and partner offices to ensure project delivery meets scope, schedule, cost, and quality requirements.
  • The ideal candidate for this position is an experienced career professional engineer who is mission focused and has experience leading and motivating employees.
  • The incumbent should be comfortable interacting with a wide range of stakeholders, supervising and leading staff, and serving as an agency representative when working with Federal Land Management Agencies on highway design technical discipline issues.
  • The incumbent should have extensive knowledge and experience in infrastructure engineering, financial, and project delivery processes and requirements needed to provide technical discipline support to the Division and the Federal Lands Highway (FLH) partners.

  • Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
  • Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

  • COMBINATION OF EDUCATION AND EXPERIENCE -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
