About the Role

The incumbent serves as the Supervisory Business Manager located within the Maui CBOC at the VA Pacific Islands HCS, providing expert knowledge in analyzing, evaluating, advising, and coordinating health care delivery systems and operations at site specific locations and sends findings to the CBOC Chief. The incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative aspects of the CBOC.

What You'll Do

  • Major duties include but are not limited to the following: Coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs.
  • Establishes financial priorities for needed personnel, services, supplies, and equipment (both medical and non-medical), and allocates available funds.
  • Manages procurement requests, including preparing acquisition packages, evaluating proposals for work, acting as a Contracting Officer's Representative (COR), and maintaining procurement records.
  • Oversees property management and serves as the facility manager.
  • Establishes and maintains good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices.
  • Serves as a representative to pertinent health-related or, organizations, government, and community groups in a manner that promotes a positive image of the healthcare system, CBOC, and VA.
  • Participates in regional health planning with state, local, private, and public health officials.
  • Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission (TJC), Office of Inspector General, Occupational Safety and Health Administration (OSHA), etc.
  • Provides direct oversight to administrative staff, with further assistance to the CBOC Chief for oversight over clinical staff.
  • Ensures compliance with policies, procedures, programs focused on merit promotion, labor- management relationships, and position management, and fosters a commitment to these standards through subordinate managers, and other senior leaders in the Clinical area.
  • Recommends actions on awards, promotions, selections, disciplinary actions and investigates and/or hears group grievances or serious employee complaints and takes action with the advice of employee relations/legal counsel and VAMC Director.
  • Responsible for ensuring smooth academic partnerships occur, including the processing and oversight of trainees, students and residents as applicable.
  • Performs other related duties as assigned.
  • Work Schedule: Full-Time; Monday to Friday, 7:30am - 4:00pm Telework: This position may be authorized for Ad-Hoc telework.
