About the Role

The Supervisory Budget Analyst serves as the Budget Officer for the VHSO, overseeing the Budget section within the Finance (Fiscal) Service. The incumbent ensures accurate budget formulation, multi-year forecasting, execution monitoring, and salary payment for more than 2,000 employees. This role leads a team of Budget Analysts, coordinates budget support requirements, and provides authoritative guidance on budget policy, compliance and financial reporting to senior leadership.

What You'll Do

  • Duties of the Supervisory Budget Analyst include but are not limited to: Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and program into an annual budget proposal.
  • Prepares or edits narrative justifications and projected funding needs and ensures that data in requests are formally and accurately documented in a wide variety of unrelated formats, schedules, and reports.
  • Analyzes and forecasts operational budget for the facility and for changes in nature, type and cost of services produced.
  • Monitors the execution of a budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed. revenue from working capital funds, and trust accounts.
  • Reviews obligations, manages Fund Control Points (FCP), and prepares various reports timely.
  • Serves are the direct supervisor of all VHSO Budget section employees.
  • Plans work to be accomplished, sets priorities, and prepares work schedules.
  • Assigns work based on the priorities and capabilities of subordinate staff.
  • Develops performance standards and conducts performance evaluations.
  • Gives advice, counsel, and instruction to employees on both work and administrative matters.
  • Conducts special studies and analysis to develop required data and information for reporting purposes and prepares administrative reports/ responds to action items required by the AFO, CFO, VISN and VACO.
  • Other duties as assigned.
