The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Medical Center (VAMC) Salt Lake City, Utah in the Surgery Service. The Program Specialist serves as the surgical liaison and advisor on equipment and product acquisition and equipment/instrumentation service contracts for a wide variety of items to include specialized services.
What You'll Do
- →The duties of the Program Specialist may include but are not limited to the following: Incumbent will monitor and make recommendations to replace end of life equipment.
- →Reviews requests for supplies from customers and provides supporting documentation as necessary.
- →Contacts vendors to attain quotes for items to be requested.
- →Validates quotes for accuracy consulting the requesting subject matter experts when necessary.
- →Researches and prepares documentation of salient characteristics, market research, sole source requirements, like or exact requirements, item descriptions, justification, reusable medical equipment (RME) cleaning instructions, Instructions for Use (IFU), and technical specifications.
- →Independently develops performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, quality assurance surveillance plans (QASP), market research, independent government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements.
- →Reviews procurement documents for accuracy, adequacy, and completeness to ensure final documents are acceptable.
- →Works collaboratively with clinical chiefs, healthcare professionals at affiliates or within the community to discuss clinical needs to develop health resources, direct sharing agreements with Military Treatment Facilities (MTFs), and Department of Defense (DoD) organizational components.
- →Coordinates with legal counsel to resolve unique situation that may impact procurement actions if needed.
- →Monitors contract expenditures requiring funds control.
- →Performs equipment, instrumentation, consignment, and scope audits to ensure compliancy with VA policy and will develop a quality assurance program to identify and correct issues related to all Surgical and Anesthesia acquisitions.
- →Performs other duties as assigned.
- →Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
- →Selection at a lower grade level does not guarantee promotion to the full performance level.
