About the Role

As lead Program Specialist, Health Solutions Management (HSM) in the Veterans Health Administration (VHA), Digital health Office, incumbent is responsible for analyzing and defining portfolio requirements project prioritization, and management of Health information Systems Executive Board and stakeholder investment activities. The Program Specialist also develops strategies to support customer objectives and manage VHA IT investments effectively.

What You'll Do

  • Major duties include but are not limited to: Serves as lead Program Specialist supporting assigned enterprise systems management portfolio area.
  • Administers a variety of program analysis studies and program reviews relative to a portfolio of IT systems to ensure VHA is advised of system status.
  • Computes and estimates effect of proposed changes in legislation or regulations to determine effect on assigned portfolio systems.
  • Develops procedures and systems for establishing, operating, and assessing the effectiveness of the systems in the assigned portfolio.
  • Conducts planning studies designed to identify improvements needed in IT systems and gaps in IT solutions.
  • Solves problems involving mission critical policies Analyzes management information requirements to develop program or administrative reporting systems, data gathering and analytical techniques, and systems evaluation methodology.
  • Oversight of portfolio activities and resources to mitigate risk.
  • Supports development and Implementation of plans, policies, standards.
  • Infrastructures and architectures that establish the framework for managing the assigned VHA portfolio.
  • Plans, documents, and implements program operational procedures.
  • Collaborates with portfolio, HSM. and OIIG staff to establish processes that Meet VHA's enterprise goals and objectives.
  • Directs the establishment of realistic and achievable program plans that include milestones and target dates for all assignments.
  • Consults with top level VHA and Department management to identify their information requirements and to ensure that efforts are coordinated with those entities.
  • Assures that projects are executed in a manner that complies with national VHA, regulatory agencies, and OIIG standards.
