About the Role

This position supports Vocational Rehabilitation & Employment staff assigned to supervise and assist participants of Chapter 31, U.S. Code Title 38 in all phases of the vocational rehabilitation program. The incumbent motivates and counsels individuals to utilize benefits and services available. Responds to telephone inquiries from claimants, their representatives, VR&E staff and other VA personnel and resolves issues which may include status of counseling and subsistence inquiries.

What You'll Do

  • Specific duties include: Supports the VRC and EC staff and provides assistance to veterans by: Acquiring Chapter 31 supplies for Veterans using the Government Purchase Card and performs voucher processing of Chapter 31 vendor invoices.
  • Collects supply requests, consolidated purchase requirements, and communicates purchasing needs to the Support Services Division or the entity responsible for making purchases.
  • Tracks supply spending in VR&E, conducts budget reconciliation, and reports findings to division management.
  • Approving or denying special service requests and preparing documents for services such as medical referrals, loan requests and tutor requests.
  • Resolves issues related to overpayment questions, class schedules, termination dates, remaining entitlement, training and accounts receivable.
  • Explains decisions rendered by the VRC or EC and advises clientele of appeal rights.
  • Responding to a variety of personal, telephone, and written inquires, including but not limited to status of counseling, case status, Chapter 31 awards, entitlement calculations, tuition, fees, books, supplies, subsistence and general procedures, and policies of the Division, as well as the Veterans Benefits Administration.
  • Receiving visitors to Regional Office, screening issues, and as appropriate, taking action to resolve problems.
  • Preparing certification lists for training facilities, preparing forms to authorize enrollment, preparing orientation to train document for each veteran and preparing case controls.
  • Reviews certification from school to insure veteran is properly enrolled.
  • Authorizes Chapter 31 subsistence awards.
  • Receives grades from schools and associates with proper Counseling, Evaluation, Rehabilitation (CER) folder and degree plan to determine if Veteran is achieving success in educational activities.
  • Prepares action documents for case manager.
  • Assists VRC and EC in maintaining supervisory schedules.
