This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Platform and Infrastructure Acquisition Division (PIAD), with one vacancy in Silver Spring, MD.
What You'll Do
- →As a Program Specialist, you will perform the following duties: Serve as a Project Coordinator for the Office of Marine and Aviation Operations (OMAO), providing program coordination and management support for infrastructure acquisitions initiatives and projects within the Platform and Infrastructure Acquisition Division (PIAD).
- →Responsible for planning, directing, and evaluating major, multi-year programs and acquisitions of substantial financial and operational impact.
- →Develop policies and procedures that strengthen the National Oceanic and Atmospheric Administration's (NOAA) enterprise project management and acquisition practices.
- →Provide advanced program and project management methodologies to manage scope, schedule, risk, and cost, ensuring compliance with agency goals and federal regulations.
- →Lead projects by establishment of integrated schedules, performance baselines, and budgets, and ensure alignment with long-range strategic priorities.
- →Perform as a Contracting Officer's Representative monitoring contractor performance, analyzing and evaluating functions and activities verifying deliverables, and supporting compliance with federal acquisition requirements, NOAA policies, and other contract requirements.
- →Coordinate and allocate resources across concurrent projects and serve as a principal advisor and liaison with engineers, program offices, contractors, and interagency partners on matters of program significance.
- →Serve as lead Program Specialist - Project Coordinator with responsibility for planning, directing, and evaluating major, multi-year programs and acquisitions including Uncrewed Systems of substantial financial and operational impact.
- →Provide guidance and mentorship to junior specialists and staff in program management and acquisition processes.
- →Conduct contract oversight to support workforce development and strengthen organizational capability.
- →NOTE: These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance.
- →CONDITIONS OF EMPLOYMENT: Required to obtain and maintain a FAC COR III Level Certification and the continuous learning and certification requirements.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓This system replaced the Federal GS pay plan and structure.
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-3 is equivalent to the GS-11/12.
- ✓The ZA-4 is equivalent to the GS-13/14.
- ✓The ZA-4 is the full performance level of the position.
- ✓Key Requirements: Applicants must be U.S.
- ✓Proof of ICTAP/CTAP eligibility required.
- ✓Suitable for Federal employment, as determined by background investigation.
