About the Role
The position is located in the Resource Management Group in the Central Service Center, Mission Support Service Unit (AJV). This group is responsible for ensuring seamless support throughout the Service Area on issues related to workforce planning, allocation of staffing resources, performance and training.
What You'll Do
- →The Program Manager directs an integrated Service Area resource management program supporting multiple Service Units across the Air Traffic Organization (ATO).
- →Manages teams through subordinate managers in workforce planning, organizational performance, employee development, staffing resource allocation, financial resource management, and organizational support functions necessary to accomplish Service Area operational objectives.
- →Coordinates Service Area administrative resource management activities with internal and external organizations concerning pay administration, merit promotion, Congressional inquiries, Freedom of Information Act (FOIA) requests, and other organizational support functions affecting Service Area operations.
- →The work includes complex projects/programs based on the objectives.
- →Directs the administration of training and employee development programs, including Federal Aviation Administration (FAA) Academy quota allocation, technical training, leadership development, safety training, certification tracking, and career progression planning to ensure workforce readiness and compliance with Agency requirements.
- →Evaluates the interrelationships of funding and resource priorities to identify shortfalls and to direct and oversee the preparation of resource appeals.
- →Coordinates financial analysis and cost management efforts using experience applying a detailed technical knowledge of FAA and the ATO appropriations, policies, and procedures.
- →Applies detailed knowledge of the technical aspect of the work directed, providing strategic oversight of Service Area performance management and employees, employee recognition, and organizational effectiveness programs to improve workforce performance, mission and operational readiness, and workforce capabilities.
- →Plans, directs, and integrates administrative programs governing workforce planning, staffing allocations, organizational structure, organizational performance, employee development, and training to ensure organizational resources are aligned with Service Area mission requirements.
- →Applies a detailed knowledge of budget, human resource management and other administrative policies and procedures.
- →Contacts are routinely internal and external to the Service Center.
- →Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan position management, staffing levels allocations and organizational structure for the future.
- →May represent the Mission Support Services (AJV), ATO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes.
- →Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
