About the Role
About the Position: The Program Manager (Counternarcotics Operations), GS-0340-14, serves as the Joint Interagency Counter Trafficking Center (JICTC) Capacity Building Branch Chief at US European Command (EUCOM), leading the DoD Counternarcotics (CN) Capacity Building, Counter Illicit Trafficking, and Law Enforcement (LE) program support efforts in the EUCOM area of responsibility (AOR).
What You'll Do
- →Provides administrative and technical supervision for the Joint Interagency Counter Trafficking Center (JICTC) Capacity Branch, overseeing the work and performance of the branch.
- →Supervises four to six civilian and military personnel assigned to EUCOM, equivalent to the GS-13 or comparable military grade, ensuring effective workload distribution, performance management, and professional development.
- →Plans, organizes, and coordinates all international engagement activities for counternarcotics (CN) and counter illicit trafficking capacity building within the EUCOM area of responsibility.
- →Develops, integrates, and aligns theater-wide CN and counter illicit trafficking plans with EUCOM operational priorities, participating in staff-led planning teams, working groups, and mission coordination forums.
- →Represents JICTC and EUCOM in CN capacity-building matters, providing subject matter expertise at working groups, conferences, and high-level engagements, including those with General Officer and Flag Officer audiences.
- →Ensures all CN capacity-building projects comply with relevant authorities, policies, and legal limitations, coordinating closely with U.S. embassy personnel, country teams, and partner nation representatives.
- →Serves as a subject matter consultant for CN and counter illicit trafficking to USEUCOM leadership, component commands, U.S. government agencies, and federal law enforcement partners operating within the EUCOM region.
