As a Program Manager (Component Acquisition Executive), you will be responsible for the implementation, management, and oversight of USCIS acquisition governance processes.

What You'll Do

  • Serves as the Component Acquisition Executive (CAE) and leads by planning, analyzing, and interceding on a variety of issues, problems, and operational matters affecting the operations, programs, and activities for which OCON is responsible.
  • Provides oversight as the Acquisition Decision Authority (ADA) for all non-major acquisitions ensuring compliance with policies and regulations through the acquisition life cycle.
  • Manages the implementation of policies and processes assigned to OCON program areas across USCIS including Acquisition Program Management and Governance and Acquisition Workforce Development.
  • Responsible for managing and overseeing the USCIS Component Acquisition Review Board (CARB) in accordance with DHS guidance and policies.
  • Represents USCIS in external meetings with the ability to speak as an authority regarding acquisition matters.
  • Directs and manages a multi-billion-dollar acquisition and investment portfolio, including identifying portfolio-level risks, assessing Acquisition Program Baseline (APB) breaches, and directing corrective actions.
  • Manages acquisition strategies, budgets and program milestones.

  • This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S.
  • Federal or Military employee serving overseas.
  • Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position.
  • You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
  • EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
