The incumbent is responsible for a wide variety of functions related to VTS and care and Beneficiary Travel expenditures and other contract services and agreements including: financial analysis, programmatic oversight, information management, financial feasibility studies, and support in strategic planning efforts. The incumbent will perform analytical and evaluative work associated with the effectiveness of the Beneficiary Travel program in meeting established goals and objectives.
What You'll Do
- →Duties include but not limited to: The Program Analyst will serve as the COR for all Beneficiary Travel contracts.
- →The Program Analyst will review and certify invoices that are received after having validated that the goods or services have been received.
- →The Program Analyst will generate purchase requests (2237) in VISTA containing enough information for the contracting office to identify the salient characteristics of the item or services to be purchased.
- →The Program Analyst will develop complete procurement packages to include: statements of work (SOW), performance work statements (PWS), quality assurance surveillance plans (QASP), independent government cost estimates (IGCE), and sole source justifications.
- →The Program Analyst will be responsible to know the contracts, work with contractor, provide technical direction and guidance, serve as a liaison between the contracting officer (CO) and the contractor, recommend changes to the CO, monitor and evaluate performance, and ensure satisfactory, timely delivery within the financial constraints of the contract.
- →The incumbent works under the general supervision of the Supervisory Mobility Manager.
- →Incumbent maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.
- →The incumbent contributes to the professional growth and development of effective teams and individuals on the team and ensures that staff is trained in Business Office principles and technical uses.
- →Incumbent research problems that impact the quality and efficiency of Business Office operations.
- →The incumbent follows through to ensure program requirements are met and planned actions have been initiated and are effective.
- →The incumbent recommends and implements amendment of business office programs where necessary.
- →Provides administrative support and prepares written correspondence for supervisory approval regarding the Beneficiary Travel program when necessary.
- →Stays in contact with all vendors, ambulance companies, air ambulance, commercial bus, taxi companies, and other pertinent travel related contacts.
- →The incumbent identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems.
