Program Analyst for Veterans Care Agreement (VCA) program segment for the administration of Agency (i.e., Department of Veterans Affairs) purchase of beneficiary health care from private-sector providers.
What You'll Do
- →Conducts quantitative and qualitative analyses and evaluations of the effectiveness of VCA operations within the employing organization as well as in the field in meeting established goals and objectives.
- →Provides decision-makers with mined data, trend analyses, information on administrative and VCA/national contract/local contract outcomes, and other analyses to guide prioritization, strategic decision-making, and procedure development related to provider management.
- →Researches a variety of publications and materials, including Agency regulations and policies, federal, state, and local laws, Executive Orders, and supplemental directives governing administrative requirements and procedures.
- →Develops program evaluation plans, procedures, and methodology, and evaluates Program Office and program segment operations against short- and long-range objectives.
- →Creates performance metrics and tracking processes to measure and assess the effectiveness of deployment and business processes related to VCA systems.
- →Conducts quantitative and qualitative studies related to provider VCA systems, including knowledge management portals and databases, and uses knowledge of program functions to identify risks and trends related to data within VCA systems.
- →Provides administrative support to facilitate coordination and communication with personnel at all levels, including Agency medical centers, regional service networks, the Program Office, contractors, and Congressional staff.
- →Collaborates with contractors to define enhancements to VCA systems when needed and explains and communicates VCA system requirements and user help desk support when routine issues arise.
- →Employs management analysis techniques and methods to develop information for comprehensive reports addressing trend analysis, data efficiency, product effectiveness, cost/benefit analyses, and assessments of VCA system development and maintenance goals.
- →Communicates changes or updates of VCA systems to personnel at Agency medical centers and regional service networks and prepares and provides information regarding outcomes of implemented changes.
- →Work Schedule: 8:00 am - 4:30 pm (negotiable) Telework: This position may be authorized for telework.
- →Telework eligibility will be discussed during the interview process.
- →Virtual: This position may be authorized for Virtual Work.
- →Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
