About the Role

This position serves as a Program Analyst on the Program Management and Analytics Team within the CHAMPVA, Veteran and Family Member Programs (VFMP), Office of Integrated Veteran Care (IVC). Incumbent is responsible for monitoring the multitude of processes under the cognizance of the Supervisory Program Analyst CHAMPVA Director to ensure health programs are administered efficiently, cost- effectively, and in compliance.

What You'll Do

  • This job is open to current permanent Department of Veterans Affairs employees.

  • Duties: Analyzes and evaluates on a quantitative or qualitative basis, the effectiveness of operations, policies, procedures, and other situations to provide improved and cost-effective changes or solutions.
  • Identifies and analyzes data required for use in the management and direction of programs to include developing new or modified administrative program policies, regulations, goals, or objectives.
  • Develops program or administrative reporting systems including the systems specifications, data gathering, analytical techniques, and systems evaluation methodology.
  • Analyzes and evaluates agency functions and activities, to include evaluating proposed changes in mission, operating procedures, and delegations of authority.
  • Determining customer needs using cause analysis, ideal state, historical/trend analysis, and eliciting customer requirements.
  • Ensures business process analysis is utilizing the existing facts and data correctly in a manner best suited for desired outcomes.
  • Evaluates internal processes, identifies deficiencies, and recommends system resolutions and improvements.
  • Performs data gathering, investigation, and examination of historical, predictive, and trend analysis.
  • Provides insight regarding the most advantageous approaches to program and policy implementation by leveraging data and analysis.
  • Determines availability of data, collects the data, analyzes it, processes it, and determines its best use, and understanding how data applies to the task at hand.
  • Compiles results and recommendations, prepares reports, and presents briefings to leadership.
  • Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of data in meeting established organizational goals and objectives.
