About the Role

This vacancy is for a GS-1102-13, Procurement Analyst, located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for System (DCS), Director of Contracting and Procurement/Head of Contracting Activity (CG-HCA) Office of Procurement Policy and Oversight (CG-PPO), Procurement Systems & Metrics Division (CG-PPO-2) in Washington, District of Columbia.

What You'll Do

  • USCG is seeking a highly skilled contracting professional to act as a Procurement Analyst.
  • This pivotal role supports the sustainment of the USCG's Financial Systems Modernization Solution (FSMS) and other contracting programs.
  • You will be instrumental in shaping procurement policy, standardizing business processes, and managing critical contracting systems that ensure the financial integrity and operational readiness of the Coast Guard.
  • This position offers a unique opportunity to influence large-scale system modernization and directly contribute to the USCG's vital national security mission.
  • Key Responsibilities: Program & Project Management: Serve as a key leader for initiatives related to FSMS and other contracting programs, ensuring the achievement of both immediate and long-term strategic objectives.
  • Perform project management activities for the sustainment of FSMS and other contracting programs, including creating and reviewing documentation, representing the contracting community's needs with stakeholders (DHS, USCG, contractors), and ensuring all deliverables meet Integrated Master Schedule (IMS) deadlines.
  • Training & Development: Lead the entire lifecycle of FSMS training, from curriculum design and development to direct instruction.
  • You will be responsible for ensuring all system users achieve full proficiency, maintaining the highest standards of fiscal accuracy and compliance.
  • Policy & Process Improvement: Develop, recommend, and issue new contracting policies and procedures to enhance efficiency and ensure alignment with federal regulations.
  • Serve as the agency-wide Subject Matter Expert (SME) on FSMS and associated contracting systems, providing authoritative guidance on policy interpretation to management and the contracting community.
  • Analysis & Reporting: Oversee the management of assigned USCG contracting programs, including the compilation of critical data, development of business case evaluations, and the formulation of strategic recommendations for leadership.
  • Analyze the impact of proposed legislation on procurement systems, developing the official USCG position to safeguard agency interests.
  • Manage and respond to complex internal and external reporting requirements and high-level information requests.
