About the Role
The VA Hilo Community Based Outpatient Clinic (CBOC) Mental Health Service Line provides care in outpatient programs. Psychiatrists assigned to the Mental Health Service Line provide psychiatric care for outpatients. The Mental Health Service Line has one full-time psychiatrist position that reports to the VA Hilo CBOC Chief/Mental Health Supervisor who is responsible for the overall clinical and administrative function of the Mental Health Service.
What You'll Do
- →**This is an OPEN CONTINUOUS ANNOUNCMENT and will remain open until July 13, 2026.
- →The initial cut-off date for referral of eligible applications will be May 19, 2026, with subsequent cut-off dates every 2 weeks.
- →Eligible applications received after that date will be accepted on an ongoing basis and qualified candidates will be considered as vacancies become available.

- →Incumbent will provide psychiatrist services as part of a multidisciplinary mental health team.
- →Incumbent will provide the full range of outpatient psychiatry services to patients who primarily receive services through the Hilo COBC, consistent with psychiatric privileges.
- →Incumbent will participate in team meetings, committees, and other assigned duties as a member of the VAPIHCS medical staff.
- →Incumbent may be required to provide cross coverage for other VAPIHCS mental health CBOC sites Clinical Care: Provide a full range of psychiatric services with a primary focus on psychopharmacotherapy and some psychotherapy for Veteran patients.
- →Deliver outpatient psychiatry services to patients primarily at the Hilo CBOC, consistent with psychiatric privileges.
- →Participate in team meetings, committees, and other duties as a member of the VAPIHCS (Veterans Affairs Pacific Islands Health Care System) medical staff.
- →Provide cross coverage for other VAPIHCS mental health CBOC sites as needed.
- →Diagnostic Services: Conduct general psychiatric evaluations for assessing cognitive function, emotional status, and personality structure.
- →Provide evaluations for specific areas such as risk of harm to self or others and substance use/chemical dependency.
Requirements
- ✓Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- ✓All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
- ✓Applicants who refuse to be tested will be denied employment with VA.
- ✓Selective Service Registration is required for males born after 12/31/1959.
- ✓Must be proficient in written and spoken English.

- ✓Must pass pre-employment physical examination.
- ✓Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).

- ✓Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine.
