This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Business Operations and Accountability (BOA), Human Capital Management Division (HCMD), Operations Training Unit (OTU), with 2 vacancies in Kansas City, MO.
What You'll Do
- →As a Physical Scientist - Master Instructor, you will perform the following duties: Serve as a Master Instructor, facilitator, and training program analyst.
- →Develop and provide subject matter expertise for the development of training and resources, and to meet needs under the scope of the National Weather Service (NWS) Operations Training Unit, and the various Physical Sciences services provided by the NWS.
- →Assist with coordination of Scientific topics, instructors, and logistics for all Operations Training Unit residence courses.
- →May personally deliver training to National Oceanic and Atmospheric Administration (NOAA) employees within the Physical Science job series using best practices.
- →Visit NWS field offices to gain knowledge in and stay current on NWS field procedures and culture.
- →Serve as a team manager with a focus on multiple professional and technical performance support solutions to enable NWS employees to reach optimum performance in present assignments and future responsibilities.
- →Responsible for coordinating and integrating permanent and temporary instructors assigned to the division, based on the training needs of the target audience.
- →Plan, coordinate, and provide classroom instruction (including seminars, conferences, practical exercises, lectures, and other activities) for resident and mobile courses.
- →Mentor and develop associated instructors, ensuring they use adult learning techniques based on the experiential learning model.
- →Research, evaluate, and direct the integration of simulation packages into technology instruction where applicable.
- →Utilize established curriculum development guides and faculty development and quality assurance programs to provide professional training research and analysis.
- →Assist with the development of exercise and practical exercise scenario support products.
- →Review and direct the updates of courseware, at least annually, or as changes in technologies or instructional requirements dictate.
- →In accordance with standards, ensure the publishing and maintenance of all required curriculum on Commerce Learning Center, or other academic information sharing mediums.

- ✓This position requires Low RIsk Security Clearance.
- ✓Background investigation will be required.
- ✓Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
- ✓Failure to successfully meet these requirements will be grounds for termination.
- ✓Any selections made under this notice will be processed as new appointments to the civil service.
- ✓Therefore, Current Federal employees would be given new appointments to the civil service and may have to serve a new probationary period under CFR 315.802 (b).
- ✓NOTE: A one year probationary period will be required under the Direct Hire Authority unless you are a current Department of Commerce (including NOAA) employee; and are in the same line of work; have previously completed a probationary period; and with no more than a 30 day break in service.
