About the Role

The VA Northern California Health Care System is currently recruiting for a full time Management and Program Analyst position within Primary Care Service located at the Mather Division. Oversee performance and quality assurance of one or more sections within the service, as well as serving data analysis needs of Primary Care Service as a whole. Manage and provide evaluation and guidance on both internal and external metrics directly impacting care delivery of all Primary Care.

What You'll Do

  • The Management and Program Analyst is responsible for the effectiveness of assigned operations in meeting goals and objectives established by national comparative analysis and local strategic plans.
  • Oversees all data metrics that involve his/her assigned work and understands the accepted parameters and ranges of these metrics.
  • Monitors trends, conducts fact finding, and applies problem solving techniques to discover issues and potential solutions and to manage to the metric.
  • Understands the metrics including which data elements feed into the scoring of the metric and how the metric score is calculated.
  • Major duties include but not limited to: Reviews data such as patient satisfaction, provider performance dashboards, SAIL metrics, and functions independently with knowledge of data analytics, process improvement fundamentals and group facilitation.
  • Monitors key performance metrics by using their knowledge of their assigned clinical area's operations to select appropriate parameters in established systems such as VHA Support Service Center (VSSC), Strategic Analytics for Improvement and Learning (SAIL), PATS, and V-Signals, and charted data sources.
  • Evaluate the performance of other facilities noticing statistically significant improvements and dramatic changes in their data trends, to identify the potential for best practices at other VA facilities or within other sections or services.
  • Develop workload-based staffing standards for professional staff including physicians, advanced practice providers, and nurses.
  • Monitors care delivery metrics including, but not limited to Primary Care Physician Performance Dashboard, PATS, V-Signals, provider proficiency, OPPE and FPPE monitors.
  • Manages the resolution of findings related to internal and external survey visits and inspections.
  • Provides education, and training to inform staff of regulatory requirements and conducts audits for both administrative metrics and clinical environmental care metrics to ensure compliance.
  • Designs systems to optimize information exchange developing standard work and consolidating information from services outside of their own to dictate clinic procedures for secure messaging, voicemail, phone calls, and faxes.
  • Perform other duties as assigned.
