About the Role

What You'll Do

  • This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary - Insular, International, and Ocean Affairs, Office of Insular Affairs, Budget and Strategy Division, in Washington DC.
  • At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1.
  • Independently designs and delivers analyses and recommendations that guide strategic application of OIA financial assistance resources across OIA programs, including complex financial and other analyses to determine insular area needs. 2.
  • Leads analyses of budget execution, financial assistance portfolios, spending trends, and cross-program risks to identify performance gaps and inform senior leadership decisions. 3.
  • Designs advanced forecasting models, tools, and integrated dashboards supporting resource planning and organizational performance.
  • Advises leadership on legislative, regulatory, and policy changes affecting financial assistance programs and prepares executive-level reports and briefings supporting senior leadership decisions.
  • Drafts scopes of work for grants, cooperative agreements, intra/interagency agreements, and contracts/procurements that advance OIA's mission in the territories and FAS, ensuring compliance with applicable laws, regulations, and policy requirements. 4.
  • Coordinates intra/interagency agreements and other financial documents associated with transactions within DOI and between DOI and the governments of other countries, other U.S. agencies, and foreign and domestic partners.
  • Represents OIA on departmental councils, interagency working groups, and collaborative mission activities. 5.
  • Supports special projects or initiatives that fulfill OIA mission objectives. 6.
  • Develops and implements OIA performance measures aligned with the DOI Strategic Plan and produces recurring updates on OIA progress toward strategic goals. 7.
  • Leads OIA's enterprise evidence and evaluation strategy, including evaluation plans and evidence priorities; designs and oversees evaluations assessing program effectiveness, operational efficiency, and impacts of financial assistance.
  • Leads enterprise risk assessments; maintains risk registers, dashboards, and mitigation strategies; designs internal controls consistent with OMB Circular A-123; and advises leadership on risk posture. 8.
  • Produces detailed analytical reports, decision memoranda, and executive briefings translating complex analyses into actionable recommendations.
