This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Atmospheric Research (OAR)/Chief Financial Officer-Chief Administrative Officer (OCFO-CAO)/Management and Organizational Development Division (MODD), with one vacancy in Boulder, CO; Miami, FL; Silver Spring, MD; Plainsboro, NJ; Norman, OK; or Seattle, WA.
What You'll Do
- →As a Management and Program Analyst, you will perform the following duties: Serve as a Federal Program Officer (FPO) for grants and cooperative agreements for the Office of Atmospheric Research (OAR).
- →Work with OAR grants staff and leadership to develop an annual financial assistance allocation plan that supports the mission; and prepare budgetary analyses, status reports, and monitor and track execution of grants funds.
- →Conduct studies on changes in policy and regulation affecting grants.
- →Recommend grant guidance and advise management of program impacts on organizational effectiveness and efficiency.
- →Develop training materials and guides to support grants specialists.
- →Serve as a senior advisor and program manager for one or more of the following areas: for areas such as Personal Property, Freedom of Information Act (FOIA), Circulars and Directives, or Deemed Exports/Controlled Technology Program.
- →Support OAR business operations by serving as a Government Purchase Card Holder.
- →Maintain required documentation and ensure that transactions are completed in alignment with DOC and NOAA purchase card guidance and policies.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-4 is equivalent to the GS-13/14.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.
