About the Role

This position serves as the Subject Matter Expert for the Office of Airports (ARP) regional levels on all aspects of ARP's financial assistance programs. The incumbent provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities.

What You'll Do

  • The incumbent is recognized as a subject matter expert for the Office of Airports (ARP) regional level on all aspects of ARP's financial assistance programs, consisting of the Airports Capital Improvement Plan (ACIP), Airport Improvement Program (AIP), Passenger Facility Charge (PFC) program and other aid programs.
  • Also serves as region's senior specialist for the System of Airports Reports (SOAR) database used to manage these programs.
  • The Airports Financial Assistance Programs Specialist provides overall guidance and direction to the Managers and Program Managers in the Region/Airports District Offices (ADOs).
  • Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches.
  • Interprets legislation, regulations, orders, and national policies, procedures, and other guidance pertaining to aid programs in providing consultation and guidance to the ADOs, govermment agencies, consultants, aviation industry representatives and the public.
  • Establishes regional policy pertaining to the ACIP, AIP, PFC, and other aid programs.
  • Provides oversight and guidance to the Region/ADOs in developing the region's annual ACIP, including assigning planning ceilings, conducting review, and providing feedback.
  • Manages the distribution of AIP discretionary funds to the Region/ADO's to ensure the funding of the highest priority projects on the region's ACIP.
  • Assists the Region/ADOs, public agencies, and consultants in interpreting legislation, regulations, and national and regional policy regarding aid program eligibility of airport planing, development, land acquisition projects, and other related improvements.
  • Contacts are internal and external.
  • Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures.
  • Formulates and recommends to senior management positions on major projects/policies/issues.
  • Provides consultation and guidance to Region/ADOs on grant management activities relating to obligations procurement, contract requirements, sponsor certification, project formulation, project application, project accomplishment, grant offer, grant agreement, amendments, payments, civil rights requirements and audits.
  • May oversee the region's PFC program, including the processing of PFC applications, notices of intent and amendments; the monitoring of PFC collections, disbursements, and project implementation, and the closeout of PFC applications and notices of intent.
