About the Role

This position is covered under the Federal Excepted Service under Title 10 United States Code, Section 1746 and Title 5, Code of Federal Regulations Schedule A, Section 213.3106(h). Selections may be made at any advertised grade/band: AD-11 (Band A) or AD-12 (Band B). Each increasing grade/band level will entail further knowledge, skills and abilities and complex duties that may be commensurate with compensation.

What You'll Do

  • Responsible for overall project management of portfolios of learning assets, both synchronous and asynchronous, that support the acquisition learning environment.
  • Duties include, but not limited, to the following: Serves as project manager for assigned portfolio of learning assets, monitoring and supporting development, redesign, upgrade, and maintenance and repair of new and existing training products.
  • Identifies required personnel/staff resources (e.g., project team lead, subject matter experts, instructional designers, multimedia/graphic developers, video processors, developers and programmers, gaming and simulation experts, and quality assurance specialists) to support learning asset projects.
  • Develops project plans, cost estimates, deliverables, and schedules for each project within the asset portfolio.
  • Leads project teams in defining performance outcomes and quality standards for each learning asset in the portfolio and provides quality assurance tests on the final products.
  • Tracks and manages project portfolio against production schedules, budget, and performance reporting on status to management on a regular basis, to include any obstacles facing the project(s).
  • Reports and documents progress to communicate with project team members and key stakeholders.
  • Manages and resolves issues as they arise, identifies potential risks, and creates mitigation plans to overcome issues.
  • Ensures all team members (Government and contractor) understand responsibilities, project milestones and interdependencies.
  • Analyzes, resolves (when possible) and/or makes recommendations on solving issues with resources or team members and identifies any issues relative to contractor performance.
  • In support of assigned projects, prepares outsourcing work statements for new services, tools, and capabilities; leads market research and source selection evaluations in support of outsourcing efforts.
  • When designated, performs Contracting Officer Representative (COR) duties for outsourcing efforts that result in an awarded contract.
  • All COR activities will be performed in accordance with delegation letter and DoDI 5000.72 DoD, specifically Enclosure 6.
  • Perform other duties as assigned.

Requirements

  • WarU Faculty Pay Band Minimum Education and Specialized Experience Requirements: WarU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience: Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
  • WarU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience: Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area.
  • Advanced degrees are highly desired in Band B.
  • Please note: Technical certifications and/or experience may be approved by the WarU Chief of Staff (delegated from the WarU President) to meet the needs of the University.
