International Science Policy Analyst

About the Role
This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. Candidate selected for this position will serve under a temporary or term appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 9, Band E (equivalent to GS-15).
What You'll Do
- →Serves as an agency representative, and focal point at the MHRA in support of FDA Centers/Offices, as well as with U.S.
- →Government (USG) Agencies, and with regulatory counterparts, governments, industry, multilateral and academic institutions and other relevant entities within the United Kingdom.
- →Represents the Agency with high-level UK government including MHRA, industry, academic and other relevant stakeholders in the United Kingdom.
- →Articulates, champions, promotes, and defends the Agency's policies, priorities, guidance's, rules, regulations, and global objectives with clarity and understands their importance to, and implications for, public health protection, product safety and quality and for populations and institutions having a diversity of competing as well as mutually beneficial interests and responsibilities.
- →Leads, maintains, and strengthens strategic working relationships and knowledge networks with high-level foreign government officials and institutional leadership within MHRA and the United Kingdom to contribute to, better align, strengthen, and maximize FDA efforts in sustainable ways.
- →Engage effectively across institutions and government levels and with varied non-governmental stakeholders and partners for successful deliberations and negotiations on subjects of great sensitivity and controversy.
- →Stays abreast of new developments at the MHRA and in the United Kingdom by analyzing proposed legislation, new policies, and other materials, and preparing appropriate reports for use both locally in making determinations and in specific cases for transmittal to Headquarters.
- →Serves as an Agency expert who works proactively and strategically with senior policy- level officials and technical specialists at other U.S. agencies who work in medical products areas that have an impact on or intersect with FDA, such as, the U.S.
- →Departments of State, Commerce, and the United States Trade Representative.
- →Participates fully with the Director and Deputy Director in providing technical assistance and scientific leadership in directing the FDA presence and responsibilities in the United Kingdom.
- →Providing strategic advice to FDA at various levels on the MHRA and UK perspective and policies and the potential impact on or consideration toward FDA's work.
- →Developing, evaluating, and negotiating positions and proposals for the solution of complex national and international policy, medical, and scientific issues.
- →Stays abreast of new developments at the MHRA and in the United Kingdom by analyzing proposed legislation, new policies, and other materials, and preparing appropriate reports for use both locally in making determinations and in specific cases for transmittal to Headquarters.
