About the Role

You will serve as an Environmental Planning and Conservation Program Manager in the Environmental Department of NAVAL FAC ENGR CMD EUROPE SW ASIA.

What You'll Do

  • You will provide expertise and consultation services on environmental planning (including infrastructure and operations) and environmental conservation (including applied biology, natural resources, and cultural resources) products and services.
  • You will integrate quality business operation in accordance with the Environmental Business Line Plan and Concept of Operations, and have roles and responsibilities for the environmental planning and conservation program.
  • You will implement strategic vision, direction, common processes and process innovations.
  • You will give input and implement business line planning policy and guidance.
  • You will review project documentation submitted to environmental for command projects, special projects, site approval requests, real estate actions, natural resource management actions, and installation improvement projects.
  • You will provide guidance to personnel on the review of environmental data submitted to determine potential impacts and the need for and type of environmental documentation.
  • You will coordinate with project management, design, and construction divisions to obtain data, drawings, etc. necessary to complete documentation required for host nation approvals, and other consultations requirements.
  • You will plan, program, and budget for all conservation program products and services.
  • You will ensure requirements of federal and host nation environmental conservation laws and regulations are upheld.
  • You will represent the command at professional society meetings, conferences, and technical meetings of Department of War, Department of the Navy, other federal and host nation agencies and the general public.
  • You will review environmental planning and conservation work on long-range basis, considering personnel available, types of work effort involved, regulatory requirements and coordination required with other organizational entities.
  • You will maintain a detailed understanding of contract requirements and procedures necessary for using contract resources to accomplish compliance requirements.

Requirements

  • Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
  • Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
  • Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. 0401: 1.
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
  • Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. 0819: 1.
  • Degree: Engineering.
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • The adequacy of such background must be demonstrated by one of the following: 1.
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
  • For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3.
