About the Role
The HR Specialist is aligned under the Veterans Health Administration, Workforce Management and Consulting Office (WMCO 10A2), Human Resources Center of Expertise (HRCoE), Consult, Assist, Review, Develop and Sustain (CARDS). This position functions to inform legislative and policy development and perform oversight and compliance, process improvement, consultative advisory services, and training in the human resources disciplines.
What You'll Do
- →This position serves as the Human Resources Specialist for WMC, HRCoE, CARDS.
- →Dedicated areas of responsibility include but are not limited to CARDS reviews of staffing, recruitment, placement, classification, position management, employee and labor relations, compensation, and other pertinent human resources areas of expertise.
- →CARDS is work that involves consulting, assisting, reviewing, developing and sustaining the VA mission in support of Veterans.
- →Major duties include, but are not limited to: Performs process improvement consultative advisory services for VHA Human Resources disciplines.
- →Leads ad-hoc teams to assess significant issues in Human Resources disciplines, including process and procedural concerns and identify alternatives and develop optimal solutions.
- →Conducts organizational review and analysis to ascertain compliance with Veterans Affairs (VA), VHA, and Office of Personnel Management (OPM) rules and regulations.
- →Reviews the effectiveness of HR programs, policies and practices across the VHA.
- →Analyzes and evaluates HR programs, identifies problems or deficiencies, and develops and implements workable solutions to resolve problems.
- →Implements improvement plans to meet established goals and objectives.
- →Serves as the authoritative resource for VHA on Title 5 and Title 38 HR Programs in order to respond to inquiries both internal and external to VHA.
- →Provides consultative and operational guidance to the VHA HR community to ensure consistency and creates a culture of continuous improvement.
- →Conducts Human Resources Program assessments to promote the overall quality, effectiveness and efficiency of Human Resources operations in VHA.
- →Works with HR staff in groups and one-on-one to provide just in time training.
- →Completes special assignments, studies and projects which may involve interaction with the Under Secretary for Health and/or Assistant Under Secretaries.
