About the Role
Position located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Technology and Data Support Division (TDSD). The incumbent of this position has overall responsibility for implementing, developing, and managing one or more personnel systems which support the TDSD and its customers. Mission is to provide human resources management program functions, specialized technical assistance training, common technical services, and centralized processing activities.
What You'll Do
- →Incumbent typical work assignments may include the following: Responsible for participating in the strategic, long-range, and operational planning efforts for the Human Resources Directorate (HRD), providing consultative advice to management in planning and carrying out the broad and diverse policies, plans, and programs.
- →Serves as the HRD authority on the technical operations and functions of the assigned automated personnel system(s) with overall responsibility for system implementation, deployment, and management.
- →Plans, directs, monitors, and controls the operations and maintenance of the system(s).
- →Provides technical advice to HRD staff and serviced organization officials to ensure timely implementation and deployment of new subsystems and/or enhancements to existing systems.
- →Conducts comprehensive HR studies that are extremely broad and complex, as well as propose solutions to HR problems that are characterized by their breath, importance, and severity.
- →Analyzes systems operational resource utilization and performs systems capacity analysis and planning.
- →Documents and reports system problems.
- →Schedules and monitors systems output through random and selected review of source documents and use of deferred and immediate inquiry techniques.
Requirements
- ✓Substituting Education at the GS-11 grade-level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Education cannot be substituted for experience at the GS-12/13 grade-levels.
