About the Role
This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Commander, Navy Installations Command (CNIC); Millington, TN. This position starts at the NF-03 level, HR Assistant and includes structured training and development to prepare you for non-competitive promotion to the NF-04 level upon successfully meeting requirements and training.
What You'll Do

- →Resumes are the primary means of evaluation of applicant qualifications; therefore, applicants should be clear and specific when describing their experience.
- →At the NF-03 level, duties include but are not limited to: Assists with recruiting duties, including position analysis to determine requirements, recruiting resources, areas of consideration, and short/long-term needs, and helps prepare crediting plans.
- →Provides entry-level to intermediate advice and assistance to managers and supervisors (HQ and Region) on position analysis with managers and supervisors to help prepare crediting plans and vacancy announcements.
- →Advises managers and supervisors on identifying appropriate pay ranges within a pay band based on classification determinations.
- →Supports managers and supervisors with recruiting strategies, special programs, relocation (e.g., Permanent Change of Station (PCS)), and retention programs, following guidance from senior HR specialists.
- →Process personnel actions (e.g., recruitment, employee data changes, awards) using the CNIC NAF SAPHR database.
- →Helps ensure accurate and timely payments related to recruiting actions and PCS claims; provides basic guidance on PCS issues to CNIC NAF HQ and Region staff.
- →Assists in developing communication materials to explain CNIC NAF HR policies.
- →Participates in regional communications sessions with CNIC NAF HR staff, managers, and employees to present HR topic information.
- →Serves as a point of contact between CNIC NAF and CNIC APF HR staff on issues affecting both APF and NAF employees, under the direction of senior HR specialists.
- →Assists in developing and presenting training in HR functional areas to internal and external customers.
