About the Role

This position is located in the Office of the Director of a local VA health care system and reports to the Director, or to a Chief Compliance Officer who reports to the Medical Center Director. The primary purpose of the position is to provide leadership, strategic direction, and oversight of the compliance activities for the medical facility, ensuring a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources.

What You'll Do

  • The major duties and responsibilities include but are not limited to the following: Develops, recommends, and implements Compliance and Integrity program goals for operational units within the local health care system, assisting front-line units in building their compliance activities using the nationally established compliance framework.
  • Develops detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of compliance programs and projects.
  • Reviews programs and projects to determine how they can be accomplished with the least disruption to workers and mission operations, ensuring directions and schedules are met in a timely manner.
  • Provides local health care system and Veterans Integrated Services Network (VISN) senior executives and executive committees with regular reporting on the implementation and effectiveness of the Compliance and Integrity program, communicating urgent or significant compliance issues on an ad hoc basis.
  • Exercises oversight of the Compliance and Integrity program's implementation, including recommending corrective action, remediation, or disciplinary measures when compliance goals are not achieved or when noncompliant behavior is detected.
  • Establishes program objectives and units of measure for determining when compliance objectives have been met, alerting leadership of any material noncompliant or unethical activity.
  • Implements national Compliance and Integrity controls, solutions, and programs at the local level, developing internal controls in partnership with risk owners to manage and mitigate key risks affecting objectives, regulatory compliance, or reputation.
  • Establishes and maintains the "tone at the top" for Compliance and Integrity, providing regular communications to staff and drafting guidance on program management and reporting.
  • Performs periodic health care system-wide reviews of internal controls over prioritized risk areas, planning and initiating a comprehensive evaluation system for reviewing proposed costs, program development, and performance.
  • Participates in meetings with internal staff and operational units to determine compliance program status and milestones, detecting potential slippage or increased costs in advance.
  • Ensures processes for open communication channels, including Compliance and Integrity Helpline referrals, directly reported issues, and compliance investigation reviews, are performed in accordance with VA policies and national VHA guidance.
  • Analyzes and prioritizes local risks by working closely with senior management to develop a proactive risk mitigation strategy, managing short- and long-range planning activities including multi-year work plans.
  • Performs other related duties as assigned.
  • Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m.
