You will serve as a GENERAL ENGINEER/ARCHITECT in the Planning, Design and Construction Directorate of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.
What You'll Do
- →You will serve as the Military Construction (MILCON) Senior Program Manager (PgM) in the Naval Facilities Engineering Command (NAVFAC) Headquarters, Capital Improvements, Military Construction Program Office.
- →You will be responsible for managing assigned military construction programs for which the Navy, USMC, Army, Air Force or a Defense Agency is the resource sponsor or the execution agent.
- →You will provide leadership for project planning, engineering, design, execution and construction of shore facilities.
- →You will collaborate with other engineering and architectural disciplines to review and advise on the development of execution plans and timely completion of all phases of the work within available funds and authorized scope.
- →You will provide leadership, oversight and guidance to ECH III and ECH IV Commands within the NAVFAC organization on complex and often controversial problems and actions during execution of facility design and construction projects.
- →You will analyze existing, new or proposed legislation or regulations to determine impact on program operation and management.
- →You will provide MILCON project advocacy during the budget review that includes providing information and justification to address Navy, USMC, FMB, OSD, and Congressional concerns.
Requirements
- ✓For the 0801 series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A.
- ✓Successful completion of a professional engineering degree.
- ✓Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
- ✓Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
- ✓Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U.

- ✓Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
- ✓The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR E.
- ✓Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
- ✓For the 0808 series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A.
- ✓You have a bachelor's or higher degree in architecture.
- ✓You have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
- ✓You have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
