The Assistant Finance Officer (AFO) is responsible for the oversight and maintenance of a complex integrated financial system at the Altoona VA Healthcare Center (VAMC), Altoona, PA. This integrated system is comprised of financial accounting, budget, collections analysis, care in the community (CITC) budgeting, and actively participates in the facility's planning, managerial financial analysis, and reporting.
What You'll Do
- →Major duties include, but may not be limited to: The incumbent provides technical and administrative supervision to Accounting, Auditing, and Employee Travel.
- →The incumbent establishes performance standards and evaluates the performance of subordinates, makes determinations on grievances, recommends training, and approves leave of subordinates.
- →The incumbent hears grievances, reviews recommendations for hiring, promotion, and adverse actions, and supports and implements established Equal Employment Opportunity policies and programs.
- →The incumbent is responsible for the overall budget preparation, execution, and presentation for a budget of over $475 million for the Altoona VAMC.
- →The incumbent is responsible for analyzing revenue collections, salary costs to include number of full-time equivalent employees and overtime, plan projections, annual budget call funding requests, and obligation/expenditure trends.
- →Incumbent is responsible for ensuring appropriated funds are obligated timely by the close of the fiscal year in accordance with financial policy and appropriations law.
- →The incumbent is responsible for supervising a complete accounting program which includes those activities normally identifiable with the professional accounting function, i.e., planning, adapting or revising accounting systems, analyzing and evaluating current or past performance and interpreting effects of transactions and applying accounting concepts to meet the needs of management.
- →The incumbent is responsible for supervising the establishment and maintenance of a commercial-type double entry accounting system and a fund control system assuring that management obtains maximum benefit from financial resources without sacrificing efficiency or violating rules or regulations.
- →The incumbent recommends policy changes to Central Office to effect improvement in standardized systems.
- →Incumbent must be in a position to assure management that fiscal transaction is compatible with requirements of the Office of Management and Budget (0MB), General Accounting Office (GAO), and the Treasury Department and that records and statements accurately reflect a full disclosure of the financial results of the station operations.
