About the Role

The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

What You'll Do

  • The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence.
  • The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities.
  • Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress.
  • The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements.
  • Plan, prepare, justify, administer, analyze, forecast, schedule, sequence, timing of actions, coordinate, and monitor budgetary, financial, accounting, or auditing activities to ensure cost-effective support of Intelligence Community (IC) organizations and programs; analyze and assess financial conditions by applying financial principles, policies, methods, techniques, and systems.
  • Collect, research, and analyze comprehensive and substantive financial information that includes budget, financial, accounting, audit, and financial reporting information to develop testimony, briefings, and talking points for senior DNI leadership and develop guidance on the preparation of resource requests, reports, or the like to the DNI and Congress.
  • Comprehensively plan, analyze, determine cost/benefit relationships, and coordinate a great variety of functions, operations, teams, or interfacing financial systems.
  • Determine the financial implications of strategic and capital, lifecycle, infrastructure planning, investment control, policy enforcement, and management throughout the financial life cycles (i.e., planning, programming, budgeting, execution, and evaluation) within or between IC organizations.
  • Continually modify long range plans in accordance with changes in Congressional and Presidential program goals; engage in the development of financial management programs, practices, processes, and activities by applying expert knowledge of strategic planning principles that incorporate the vision, mission, and strategic objectives of IC organizations.

Requirements

  • Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA).
  • JDA applicants must be currently at the grade level specified in the advertisement.
  • No temporary promotion opportunities will be granted for this position.
  • The program does not apply to members of the Military service or contractors.
  • Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency.
  • Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one.
  • The ODNI does not conduct polygraphs or provide security clearances for detailees.
