About the Role

PSA is seeking a highly skilled professional to serve as the Deputy Assistant Director for the Office of Finance and Administration. This role requires extensive expertise in federal budgeting, funds execution, and procurement processes, along with the ability to assess and clearly communicate the budgetary impact of agency programs. Candidates with a proven history of leading and developing teams responsible for budget formulation and financial management are strongly encouraged to apply.

What You'll Do

  • As a Financial Manager (Deputy Assistant Director), you will: 1.
  • Direct the development and implementation of PSA financial, accounting, and contracting programs and systems and associated policies and procedures.
  • Direct office planning and evaluation functions to ensure support of PSA goals and objectives and compliance with pertinent law and regulation.
  • Manage and ensure coordination among all functions to deliver integrated services that comply with relevant law and regulation.
  • Serve as principal management advisor to PSA senior leadership and staff on financial management, including budget, accounting, and audit; contracting, and administrative services.
  • Work with CSOSA in developing financial plans and systems and in overseeing audits and reviews. 2.
  • Manage all phases of the PSA budget process, including formulation, justification, execution, and defense.
  • Direct the analysis of program proposals, legislation affecting PSA and other internal and external initiatives impacting PSA operations.
  • Provide financial analyses, cost estimates, and other data and recommends alternatives for current and future funding.
  • Direct the development and justification of the annual budget request and related actions, including documentation, data, and testimony. 3.
  • Develop and implement PSA accounting and financial reporting systems and operations and associated policies and procedures.
  • Direct the accounting operations to include accounts payable, accounts receivable, travel, and application of the US Standard General Ledger (USSGL) for data analyses, reconciliations, and reporting.
  • Responsible for the Agency's financial statements and related disclosures and reports required for performance accountability, ensure that statements are timely, accurately reflect the financial condition of the Agency and comply with relevant policy, regulations, and Federal accounting standards. 4.
  • Direct financial audit program and internal review planning, execution, and response.

  • All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice. 7.
  • Status applicants for promotion must have 52 weeks of service at the next lower grade. 8.
  • Time-in-grade requirements must be met by the close of this announcement. 9.
  • Selected applicants will be required to complete an online onboarding process. 10.
  • Will be required to complete a Confidential Financial Disclosure Form within 30 days of appointment and annually thereafter.
  • There is no education substitution for specialized experience at the GS-15 grade level.
