You will serve as the Senior Advisor, Finance located within the Submarine Direct Reporting Portfolio Manager (DRPM SUBS) Chief Operating Officer Office. You will serve as the organization's foremost expert and senior consultant on all matters of financial management, budget strategy, and fiscal compliance related to the portfolio management of submarines and undersea programs.
What You'll Do
- →You will directly report to DRPM SUBS Chief Operating Officer Director who serves as a Tier III SES reporting directly to the Director, Submarine Programs.
- →You will be responsible for integrating enterprise financial strategy to maximize the readiness and availability of the Navy’s submarine fleet (SSBN, SSGN, and SSN) and undersea programs.
- →You will lead the development and execution of innovative business arrangements, contracting frameworks, and industrial capacity initiatives.
- →You will serve as the principal financial management expert and senior consultant to the DRPM Submarines and PAE Undersea.
- →You will provide authoritative guidance on all aspects of financial management, budget strategy, and fiscal compliance for the submarine and undersea portfolio, ensuring alignment with enterprise objectives and statutory requirements.
- →You will lead the development, justification, and execution of complex, multi-appropriation budgets, and responsible for translating strategic operational goals into executable, data-driven financial plans.
- →You will prepare and defend Program Objective Memorandum (POM) submissions, budget exhibits, and reprogramming actions.
- →You will deliver high-impact financial briefings, analyses, and recommendations to senior leadership, external stakeholders, and congressional committees to inform critical decisions affecting the portfolio.
- →You will establish and maintain internal controls and transparent processes to ensure the portfolio’s financial activities are compliant with federal appropriations law, DoD Financial Management Regulation (FMR), and the Anti-Deficiency Act (ADA).
- →You will lead Financial Improvement and Audit Readiness (FIAR) efforts for the portfolio, ensuring successful outcomes in independent financial statement audits and implementing corrective actions as needed.
