About the Role

This position is located in the Facilities Services Branch, Operations Division, Office of Museum Operations and Administration, United States Holocaust Memorial Museum (USHMM). In this position, you will coordinate and oversee various programs and projects in support of Facilities Services. This includes determining the maintenance and upkeep requirements of assigned facilities elements, programs, and activities and managing procurement, projects, and contracts for these and other programs.

What You'll Do

  • The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America's national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust.
  • The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences.
  • The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

  • Duties include: Determine the maintenance and upkeep requirements of assigned facilities elements, programs, and activities as well as managing procurement, projects, and contracts for these and other programs.
  • Provides technical advice and assistance with regard to facilities operation and management in accordance with the USHMM facility programs and in support of the mission needs of the Museum.
  • Develops detailed statements of work, specifications, requests for proposal, and cost estimates.
  • Evaluates bids or offers submitted, determines responsiveness to the solicitation, evaluates bidder's capability to perform and comply with contract clauses and specifications and notifies contracting officer.
  • Performs price analysis, benchmarks, researches best practices, analyzes commercial pricing practices applicable to services, determines reasonableness of prices offered, and recommends award to contracting officer.
  • Ensures that program requirements are clearly defined and advises the contracting officer to help ensure that the contract is designed to meet those requirements.
  • Performs the full range of Contracting Officer's Representative (COR) responsibilities as required for all contracts assigned.
  • Oversees contract performance and negotiates or settles matters involving controversial issues.
  • Maintains daily logs of services performed with indicated work accomplished, discrepancies, unsatisfactory conditions, non-compliance with contract specifications, complaints, safety and security violations.
