This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, John Heinz National Wildlife Refuge at Tinicum in Philadelphia, PA. Salary Range Information: GS-09: $68,014-$88,421 GS-11: $82,289-$106,982 Pay will vary based on grade level and/or duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate.
What You'll Do
- →At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: Plan and manage construction and maintenance projects, including reviewing designs and specifications, determining construction sequencing, developing cost estimates, and coordinating project execution.
- →Coordinate personnel, materials, equipment, and other resources to complete Maintenance Action Team (MAT) and facility projects safely, efficiently, on schedule, and within budget.
- →Provide construction oversight, inspection, quality control, and safety monitoring to ensure contractor and Service work complies with plans, specifications, environmental requirements, and established safety standards.
- →Develop, monitor, and manage project scope, schedules, budgets, and cost estimates, identifying and resolving issues that could adversely affect project performance.
- →Maintain project records, reports, and facility management data using FWS (Fish and Wildlife Service) systems such as SAMMS (Service Asset Maintenance Management System) and FBMS (Financial and Business Management System) and communicates project status, quality-control information, and supporting documentation to management and stakeholders.
- →Perform contracting and acquisition responsibilities, including COR (Contracting Officer Representative) duties, monitoring contractor performance, preparing scopes of work and purchase requests/orders, and procuring project supplies using the FWS purchase card.
- →Provide technical expertise, advice, mentoring, and training on construction, maintenance, equipment operations, and MAT activities to Refuge, Regional, and Service personnel.
- →Duties will be developmental in nature when filled below the full performance level.
- →Physical Demands: The work requires some physical exertion such as long periods of standing; recurring bending, crouching, stooping, stretching, or reaching; or lifting moderately heavy equipment or other items weighing less than 23 kilograms (i.e., under 50 pounds) such as small hydraulic pumps and supplies.
- →Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with work areas, such as: exposure to strong odors or fumes from fuels or chemicals used in work processes; or working near operating machinery, moving vehicles, or electrical hazards.
- →The work situation requires the employees to continually stay alert and to take special safety precautions, including wearing special protective items of clothing.
