The Executive Director, Operations and Sustainment (J31) ensures Agency capability and readiness to support the Combatant Commands, Military Services, other Combat Service Support Agencies, and designated federal agencies during contingencies. This is accomplished through extensive and deliberate contingency, operational and exercise planning fully integrated across the enterprise.
What You'll Do
- →The incumbent serves as the Executive Director (ED), Operations & Sustainment (J31) & is responsible for oversight, management, & control of enterprise combat logistics support mission readiness.
- →Specific duties are as follows: Ensures DLA planning & execution are accomplished deliberately & in an integrated manner, ensuring an enterprise-wide approach that effectively considers & leverages all DLA capabilities.
- →The ED acts as the principal advisor to the DLA Director through the Director, J3 Logistics Operations, in the areas of overall logistics planning & response, to include deployment of support teams, to all categories of contingency situations, emergency supply support, exercises, & humanitarian & disaster relief.
- →The ED is primarily responsible for program management & oversight of the DLA Agency Synchronization Operations Center (ASOC), Military Service Support Division, Whole of Government Support Division, Integrated Program Support Division, & the DLA-USTRANSCOM Division.
- →The J31 is assigned the additional title of Deputy Commander, Joint Regional Combat Support.
- →In this role, the ED maintains close contact with the DLA Regional Commanders, Major Subordinate Comm& (MSC) Commanders, & the Agency's network of CCMD & whole of government liaison officers to enable effective development of an expeditionary civilian workforce & command & control & seamless integration of DLA assets.
- →The incumbent builds a common operating picture for logistics in support of military & contingency operations, Humanitarian Assistance & Disaster Relief, exercises, & other incidents as required.
- →The incumbent manages the review & evaluation of new or modified DoW guidance, determining its impact upon directorate programs & resources via complex studies designed to develop new approaches to identifying key strategic & military logistics & warfighter support issues, on behalf of the J3 Director.
- →Serves as the DLA functional lead for the Joint Staff contingency planning programs, the DLA sponsor for warfighter & warfighter-facing training & continuous improvement requirements, & the requirements-gathering POC for the DLA Enterprise for sourcing new technology & leveraging existing capabilities to sustain business operations.
- →These business operations are key enablers to provide DLA HQ & MSCs the capacity to perform worldwide supply support.
- →They constitute the foundation that supports Agency interaction with CCMDs, Services, & warfighters.
- →Modernization of these business operations & incorporation of best commercial business practices directly impacts the ability of the Agency to sustain an annual supply program of approximately $52 billion.
- →The business operations overseen by the incumbent directly affect supply support to all supply warfighters worldwide, including all the Armed Forces & federal agencies.
- →The ED oversees the Agency's Senior Service Integrators (SSIs), Warfighter Account Managers (WAMs), & liaison officers to the Combatant Commanders & the Joint Staff, & logistics planners, & maintains close contact with the DLA Regional Commanders.
