About the Role

What You'll Do

  • The individual serves as the Executive Director of the Office of Supply Management in the Office of Shared Services Delivery (Deliver), Federal Acquisition Service (FAS), General Services Administration.
  • The executive provides program operations guidance, analyses, and procedures for the following: Customer Service Centers; Global Supply Management Service Center; Personal Property Management Service Center; Systems Integration Management Service Center and other Deliver programs to provide high quality, low cost products to Deliver customers and meet national performance goals and objectives.
  • The Executive Director provides executive leadership over the Office and directs day-to-day operational activities and makes management decisions, with signatory authority on matters not requiring the Assistant Commissioner's review.
  • Additionally, the Executive Director; Develops strategies for innovative or highly visible enterprise initiatives for the Deliver Office of Supply Management portfolio.
  • Conducts, directs, and coordinates program and administrative reviews for the Office; replies to internal and external audit reports; and oversees Office management information systems and office automation efforts.
  • Serves as key advisor to the Assistant Commissioner and other GSA officials on the overall operation of Deliver's Office of Supply Management.
  • Provides expert advice and assistance in the development and execution of Deliver policies and plans.
  • Coordinates with other members of senior management teams on common issues, and participates in the development of overall agency-wide strategies to fulfill customer needs.
  • Represents and speaks on behalf of the Deliver Assistant Commissioner on important and complex program operations matters, questions and problems in services with key officials, public figures and other individuals within and outside of the Federal Government.
  • Participates in high-level conferences, meetings and forums with senior representatives from GSA, other executive departments and agencies, Congressional committees, and the Office of Management and Budget.
  • In this regard,executive interfaces and coordinates with personnel at the SES, General Officer and corporate management levels throughout the Federal Government and the public and private sectors.
  • Ensures and directs timely and accurate responses to internal, external, Congressional and U.S.
  • Government Accountability Office audits and inquiries.
  • Responsible for the financial management of appropriated, reimbursable and revolving funds.

Requirements

  • OTHER CONDITIONS OF EMPLOYMENT: This position is a critical sensitive national security position.
  • Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance.
  • Applicants do not need this level of clearance in order to apply for the position.
  • If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.
  • If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.
  • Appointment will be contingent upon your receiving a negative test result.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
  • Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • Veteran's preference does not apply to positions in the Senior Executive Service.
