About the Role

This position is located at the Richard L Roudebush VA Medical Center within the Executive Director service line. The primary purpose of this position is to perform work that involves developing, administering, evaluating, analyzing and advising on the Federal Government's internal equal employment opportunity (EEO) program. This position serves as the Equal Employment Manager with full responsibility for establishing, organizing, and directing an EEO Program.

What You'll Do

  • Major Duties: Researches and analyzes related programmatic and administrative issues, applies complex analytical techniques, and develops recommendations for appropriate corrective actions or solutions.
  • Serves as the organization's liaison with internal and external stakeholders and represents the senior organizational official at meetings and conferences related to EEO/AE, ADR, and CR.
  • Exercises a high degree of judgment in analyzing and recommending solutions to problems that impact EEO/AE, ADR, and CR in establishing program priorities and direction to achieve optimum results for the organization.
  • Assembling, consolidating, and submitting timely and accurate plans, information, and reports on the organization's EEO/AE, ADR, and CR programs and status.
  • Conducts annual MD 715 State of the Agency briefing to leadership, and other EEO/AE, and CR focused briefings, as appropriate.
  • Incumbent is responsible for ensuring that the local strategic plan, mission, vision and values are aligned with EEO/AE Plans.
  • Utilizes systems and tools to gather data, perform analysis, evaluate and report the effectiveness of the Program.
  • The work involves continuous oversight of the organization EEO Program through data and trend analyses, Peer Reviews and appropriate contact with management officials on EEO/AE, ADR, and CR programs and practices.
  • Performs demographic analyses and identifies appropriate benchmarks for the local workforce, including major occupations, grade levels, and other categories, by race, ethnicity, and gender as compared to the Relevant Civilian Labor Force (RCLF) and other appropriate benchmarks.
  • Performs barrier and trend analyses on the utilization of racial, ethnic, and demographic groups including women, Veterans and persons with disabilities in the workplace to identify triggers and potential barriers to EEO.
  • Develops and implements action plans and corrective strategies in coordination with human resources staff to eliminate barriers at all levels throughout the organization.
  • Manages the organization's Special Emphasis Programs (SEP) in accordance with VA policy, and the organization's Special Emphasis Program Strategic Plans.
  • Serves as the technical expert in the management and operation of the organization SEPs, ensuring they are designed to eliminate barriers to EEO and promote workforce diversity and workplace inclusion.
  • Manages the local ADR Program which provides an array of alternative strategies used to resolve disputes voluntarily without resorting to formal complaint investigative or adjudicative processes and during administrative processes such as the EEO complaint process.
