About the Role

The Office of Policy and Plans is responsible for (1) developing and coordinating long range plans for Agency programs; (2) conducting special studies and analyses of program operations in light of planned objectives; and (3) planning, designing, and performing a broad range of economic analyses of the U.S. and global marine transportation systems.

What You'll Do

  • The Economist: Prepares detailed economic financial studies and analyses of national and global transportation and shipping operations.
  • Develops studies and analyses that evaluate current and alternative Federal maritime programs in light of the problems and issues facing the United States marine transportation industry, including its international linkages.
  • Prepares written reports that clearly and succinctly describe detailed research projects, the analytical assumptions and methods employed, including consideration of the complex relationships that can impact marine transportation policy and Agency programs, as well as the conclusions, findings, and recommendations developed during the course of the analysis.
  • Prepares special studies and develop information on Agency policy, plans, or programs in response to adhoc requests by interested Agency officials, other Federal agencies, the Congress, and the general public.
  • Utilizes relevant sources of domestic and international economic data; Agency program data; U.S. and worldwide maritime industry data; and techniques of economic, econometric and financial analysis, including the supporting disciplines of statistics and mathematics.
  • Serves as a knowledgeable authority in the Office on United States foreign trade forecasts, United States and world fleet projections, financial studies of the United States ship operating industry and the management of data bases used to prepare shipping forecasts.
  • The ideal candidate should have strong technical economics expertise with policy application, independent research ability, and experience briefing senior decision-makers.

Requirements

  • CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

  • Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.
  • A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.
  • Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
  • Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
  • OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
