This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Administration (ASA), Program Support Center (PSC), Real Estate, Logistics and Operations (RLO). ASA performs for the Secretary the administrative management functions (exclusive of financial and information resources management) of the Department. Provides leadership and oversight direction to the activities of the Program Support Center (PSC).
What You'll Do
- →ABOUT THE POSITION The purpose of this position is for the incumbent to serve as the Director of Real Estate, Logistics, and Operations Portfolio as the HHS Senior Real Property Officer (SRPO) and Agency Senior Travel Official (ASTO), with full authority to act for the Assistant Secretary in Departmental-level delegated matters.
- →This position has the responsibility for planning, developing and executing policies and programs for the receipt, processing and distribution of drugs, medical supplies, and equipment; and operating within the framework of policies, laws and regulations administered by OMB, U.S.
- →Government Accountability Office (GAO), General Services Administration (GSA), United States (US) Food and Drug Administration (FDA) and other regulatory agencies.
- →This position also provides for management of O&M functions for any buildings under delegated authority from the GSA and the Federal Protective Service (FPS).
- →The incumbent provides expert leadership and assures statutory compliance, accountability, and balance across the HHS Operating Divisions (OPDIVs) and the PSC on matters related to real property, facilities, and logistics.
- →The incumbent manages a team of architects, engineers, real estate experts, facilities and logistics experts, environmental and financial professionals, and various subject matter experts in fulfilling responsibilities.
- →The incumbent applies knowledge of executive, administrative, technical and program management principles and skills to unusual and often precedent-setting issues associated with facilities programs.
- →Effective performance of the duties and responsibilities significantly impacts research operations and healthcare delivery.
- →The incumbent directs an immediate staff of senior program management experts and analysts.
- →The incumbent also provides shared services to other federal clients.
- →The incumbent represents HHS in dealing with counterparts in other federal agencies and develops and maintains effective relationships with constituents including the OMB, other federal SRPO, ASTO, and GSA, as well as with Congressional staff and others, both within government and from the private sector, such as contractors, vendors, etc.
- →The incumbent directs preparation of presentations including hearings and testimony before the House and Senate Committees that cover such major endeavors such as the development and construction of consolidated field and headquarters facilities, stewardship of property, investments, leases, environmental issues, energy, etc.
- →Seeks and/or develops cost-effective methods and solutions.
- →Directs and oversees complex cross-cutting multi-layered, multi-functional studies, reviews, and analyses to formulate, implement, and control development and execution of strategic planning efforts linked in a cycle of continuous improvement.
