About the Role

The incumbent serves as the Deputy Director for Pension and Fiduciary Service (P&F) (21PF), of the Veterans Benefits Administration (VBA) in the Department of Veterans Affairs (VA). The Deputy Director advises and supports the Executive Director in determining organizational goals and objectives for Pension and Fiduciary Service.

What You'll Do

  • Specific duties include: Advises the P&F Director and the Principal Deputy Under Secretary for Benefits (PDUSB) on the development of VBA level processes related to the delivery of pension and fiduciary services.
  • Coordinates VBA's responses to external requirements and mandates that fall within the scope of P&F Service, such as those created by acts of Congress and public laws.
  • Oversees the development of policy and planning analysis to support VBA's responsibilities in the continuum of care for Veterans.
  • Acts, as designated, for the Director on policy-setting decisions and/or broad organizational direction.
  • Analyzes and evaluates situations requiring the Director's personal action, develops management options, and advises the Director of all potential consequences.
  • Provides the Director with objective independent assessments as well as recommendations requiring approval by the Director.
  • Uses extensive knowledge of VBA/VA programs and operations to represent the Director when interpreting policy and reconciling conflicting interpretations and differences.
  • Participates fully in discussions that establish overall goals, objectives, and long range plans for P&F Service.
  • Provides specific recommendations to the Director and implements decisions made by the Director.
  • Evaluates proposed legislation/legislative changes for impact on the delivery of benefits and services to Veterans and their family member (workload, resources, and mandatory and discretionary spending.
  • Gathers background material on a wide range of subjects for presentation to VBA, service organizations, and other stakeholders.
  • Reviews executive correspondence requiring concurrence and/or signature of the Director or top management/Agency officials.
  • Exercises delegated signature authority for the Director judiciously to commit the support and concurrence of the Director in assigned areas and on specific projects.
  • Participates in Department-wide studies dealing with complex and sensitive matters that have political implications.

Requirements

  • Upon completion of your probationary or 2-year trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
