About the Role
The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Deputy Commissioner, National Programs and Technical Services located in Washington, DC. The Department structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $197,200. Pay is set based on consideration of the selectee's current salary and other factors.
What You'll Do
- →The incumbent carries out the following specific responsibilities: Directs and oversees Reclamation-wide policy, administration, finance, budget, acquisition, financial assistance, security, safety, information technology, and environmental compliance functions.
- →Formulates, coordinates, and executes Reclamation's budget and oversees program implementation, resource allocation, and performance evaluation to ensure achievement of strategic goals and priorities.
- →Provides executive leadership, supervision, and direction to senior managers and organizational leaders responsible for assigned program areas.
- →Develops, implements, and evaluates bureau-wide policies, procedures, standards, and management initiatives to improve organizational effectiveness and mission accomplishment.
- →Advises the Commissioner on critical and sensitive issues affecting Reclamation's programs, and strategic objectives and provides timely information on significant initiatives and emerging concerns.
- →Participates in the formulation and development of Bureau objectives, policies, and programs and may serve as Acting Commissioner in the Commissioner's absence, as delegated.
- →Evaluates agency capabilities and program performance to ensure effective execution of legislative mandates, administrative objectives, Departmental priorities, and Bureau goals.
- →Represents Reclamation in interactions with the Office of Management and Budget (OMB), Congressional committees, Department of the Interior leadership, other Federal agencies, and external stakeholders.
- →Serves as the Commissioner's principal advisor on matters involving policy, administration, finance, budget, acquisition, financial assistance, security, safety, information technology, and environmental compliance functions.
- →Directs day-to-day executive management activities and exercises delegated authority to make decisions and resolve issues consistent with the Commissioner's priorities and management objectives.
- →Coordinates with Department officials, Federal agencies, and stakeholder organizations to advance Bureau initiatives and ensure effective communication and collaboration.
- →Establishes program standards, monitors organizational performance, and implements continuous improvement strategies to enhance efficiency, effectiveness, and accountability.
Requirements
- ✓Citizenship Subject to a background/suitability investigation/determination.
- ✓Public Financial Disclosure (OGE-278 filing within 30 days is required) This position may require pre and post-employment drug screening.
- ✓Males must meet Selective Service Registration Act requirements.
- ✓To verify registration visit SSS.gov.
- ✓Selections are subject to Department approval.
- ✓Initial appointments to the SES must have to undergo an ECQ based structured interview with Office of Personnel Management (OPM).
- ✓Required to serve a one-year Senior Executive Service probationary period.
- ✓Individuals selected for an SES position are subject to reassignment Agencies must request OPM approval to appoint current or former (within 5 years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position.
- ✓You must be able to obtain/maintain a Tier 5 background investigation.
- ✓This position sensitivity is Critical Sensitive, Top-Secret.
- ✓There is no educational requirement for this position.
