This Senior Executive Service position is in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Response & Recovery in Washington, DC. The Recovery Directorate is responsible for providing the core Federal disaster recovery capability needed to save lives, reduce suffering and protect property and communities throughout the Nation that have been overwhelmed by the impact of a disaster, regardless of cause.
What You'll Do
- →The Deputy Assistant Administrator, Recovery, assists in the development and implementation of operational policies, procedures, and capabilities for use by FEMA and other Federal Departments and agencies to deliver short-and long-term disaster recovery assistance to states, tribes, territories, local governments, communities and individuals.
- →In addition, serves as the Assistant Administrator (AA), Recovery, as needed and is the principal advisor to the Directorate on the appropriate methods of best accomplishing Agency and Directorate priorities.
- →PRIMARY DUTIES Assists in the development and implementation of short-and long-term recovery programs and services in support of FEMA, DHS and the Federal government's role in providing timely, compassionate and needed assistance to states, tribes, territories, local governments, communities and individuals recovering from a disaster.
- →The operational policies and procedures for these disaster assistance programs are developed under: Presidential disaster and emergency declarations, as well as fire management assistance grants, under the provisions of the Robert T.
- →Stafford Disaster Relief and Emergency Assistance Act; National security emergencies, including acts of terrorism that could include the use of conventional, chemical, biological or other weapons of mass destruction, under the authorities of Executive Order 12656; and, Technological and man-made incidents in support of other Federal Departments and agencies.
- →Provides leadership intent, decision-making support related to program and project development and performance.
- →Fully participates with the AA in making decisions on organizational and workforce development.
- →Assists in ensuring that appropriate long-range and strategic planning is coordinated and accomplished, and that there is effective and efficient utilization of enterprise resources.
- →Represents the AA, Recovery, at meetings, negotiations with key officials within and outside FEMA on major considerations within the area of FEMA's disaster assistance capabilities, exercising authority to speak for and commit the Directorate to specific actions within the bounds of Agency policies and regulations and the views of the AA.
- →Responsible for the full range of managerial responsibilities and authority over the total work of the Directorate.
- →Provides oversight and management of data tracking systems for monitoring the status and progress of disaster recovery activities and operations and oversees multi-million-dollar recovery programs and technical assistance contracts.
- →Directs and oversees the development and implementation of program evaluation, customer satisfaction surveys and training and credentialing activiites for recovery programs.
