About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.
What You'll Do
- →Lead development and revision of enterprise policy governing cyber talent discovery, recruitment, assessment, selection, assignment, development, career mobility, promotion, and retention across the Total Force.
- →Develop policy for assessment standards, qualification recognition, talent panels, assignment coordination, career pathways, civilian force-mix growth, succession planning, and targeted retention of personnel in critical DCWF work roles.
- →Serve as the policy lead for cross-Component working groups and support the USCYBERCOM Talent Panel.
- →Negotiates common operating procedures with the Military Departments and personnel service centers while accommodating distinct officer, warrant officer, enlisted, Reserve Component, CES, and DCIPS assignment or placement models.
- →Evaluate whether proposed actions duplicate or interfere with Component systems and recommends corrective boundaries.
- →Analyze manning, vacancy duration, accession, selection, assignment, promotion, loss, retention, time-to-fill, assessment, and force-mix data to identify root causes and forecast policy effects.
- →Prepare executive briefings, decision memoranda, testimony support, congressional responses, issue papers, information papers, and senior-leader talking points on sensitive cyber workforce matters.
