About the Role
This vacancy is for a GS-1102-9, Contract Specialist located in the Department of Homeland Security, U.S. Coast Guard, Operational Logistics Command (LOGCOM) LOG-93 Regional Contracting Branch Southeast in NORFOLK, Virginia. Promotion Potential: If this position is filled at a GS-09 level below the full performance level (GS-11), the selectee may be promoted without further competition. This implies no promise or guarantee of a promotion.
What You'll Do
- →You will serve as a Contract Specialist and be responsible for procurement to support SILC-COCO-BSS and all Areas of Responsibility (AOR) including but not limited to: the acquisition of supplies, services, minor construction, or emergency response to procure any commodity/service required to support the AOR.
- →Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
- →Typical work assignments include: Prepares responses to Congressional inquiries, Freedom of Information Act requests or other sensitive correspondence on the assigned contracts and those of subordinates in subsection.
- →Participates and frequently represents the Contracting Officer and the Coast Guard in a variety of Coast Guard and contractor meetings, presentations, and contract justification sessions.
- →On the most complex contracts, negotiates with potential contractors or directs the efforts of a negotiation team.
- →Prepares all required documentation and recommends award to the Contracting Officer.
- →Analyzes bids/proposals for conformance to the solicitation instrument.
- →Performs cost/price analysis, including review of complete cost and pricing data to determine reasonableness.
- →Coordinates the establishment of technical proposals.
- →Obtains required pre-award surveys to establish contractor's responsibility.
- →Develops sound negotiation strategy.
- →Reviews the most complex requests for procurement.
- →Analyzes the requirements, recommends revisions to the performance work statement, statement of work, statement of objectives or specifications, as necessary and decides on the type of contract, milestones and procurement plan.
- →Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
