About the Role
You will serve as a CONTRACT SPECIALIST in the OFFICE OF THE EXECUTIVE OFFICER of NAVAL FACILITIES ENG COMMAND HAWAII.
What You'll Do
- →You will provide assistance to technical specialists of the requesting program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
- →You will analyze the effects of industrial developments, seasonal price trends, and economic factors affecting supply and materials, transportation costs, and availability of storage facilities on agency requirements.
- →You will determine the need for clauses to cover special conditions, such as inspection and acceptance, liquidated damages and government furnished equipment/property.
- →You will investigate the adequacy and soundness of the firm’s credit and financial position to guaranteed loans to establish the contractor’s financial capability to successfully perform the contract requirements.
- →You will determine appropriateness and reasonableness of proposed labor, material, overhead rates, escalation rates, and profit by utilizing audits and other available sources, including consulting with technical experts.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
