About the Position: Performing quality assurance evaluations, in this position you will manage the end-to-end contract lifecycle-drafting acquisition packages, executing rigorous field inspections, monitoring multi-million dollar budgets, and reconciling GPC accounts. Serving as the vital liaison between contractors, customers, and the Contracting Officer, you directly enforce performance compliance and resolve operational discrepancies.
What You'll Do
- →Write and review critical acquisition and contract support packages, including Performance Work Statements, Independent Government Cost Estimates, Sole Source Justifications, Service Contract Approval Requests, and Advanced Acquisition Plans.
- →Formulate Quality Assurance Surveillance Plans (QASPs) and Performance Requirement Summaries; execute scheduled and spot-check field inspections to evaluate contractor performance against PWS requirements.
- →Track and reconcile service invoices, verify fund availability, and act as a Government Purchase Card (GPC) holder to execute and monthly reconcile authorized purchases in compliance with federal regulations.
- →Conduct evaluations of contractor records, operating procedures, and quality control plans to identify performance trends, potential discrepancies, or violations, and deliver actionable reports and recommendations to the Contracting Officer (KO).
- →Serve as the primary point of contact between customers, contractors, and contracting personnel; facilitate formal and informal meetings to resolve contract performance issues and address customer complaints within the scope of the PWS.
- →Collect customer satisfaction data through random sampling, maintain meticulous surveillance files for all assigned contracts, and generate formal surveillance forms, discrepancy reports, and fee-determination cost evaluations.
- →Review, interpret, and apply federal regulations and publications governing contract performance, utilization, and operational functions to ensure strict compliance and execute routine administrative functions.
